Transparency means guaranteeing access to information generated by public administration. It serves to improve the oversight of public action, foster citizen participation and prevent corruption.
It includes two fundamental aspects:
- Active disclosure, where public administrations proactively publish relevant information such as their organisation, budgets, contracts, grants or agreements, among others. You can consult this information on this Portal.
- The right of access to public information, which allows any person to request information that public administrations have generated or hold as a result of their activity.

1. About the organisation
Ivàlua promotes the culture of public policy evaluation in Catalonia, as a tool for improving government action, accountability, transparency and democracy. It evaluates public policies and disseminates the evidence, generated in Catalonia and in other settings, aimed at public decision-makers and practitioners and at the public. It provides training and develops resources to improve evaluation capacities within public administrations and third sector organisations and the skills of the people who work in them.

Ivàlua is part of the Institutional Public Sector of the Government of Catalonia and is attached to the department responsible for economy and finance, in accordance with article 1.2 of its statutes.

Governing Board
It is Ivàlua's highest governing body and meets on an ordinary basis at least twice a year. Its powers include, among others, setting the operating rules of the Consortium, approving the management model, its budgetary framework, the Annual Report and the Annual Plan of actions and projects, prices and fees.
By virtue of the Government Agreement of 16 June 2015, no attendance fees are paid for participation in meetings of the Ivàlua Governing Board.

Advisory Board
The Advisory Board is a collegiate body of Ivàlua made up of renowned experts in the field of public policy, academia, social affairs or economics.
It was established in 2019 by the Ivàlua Governing Board, in accordance with article 12.1 of its Statutes.
Its functions are to advise the Governing Board and the Executive Management, and to act as a body for thought and reflection, both for the Consortium itself, and for the rest of society and the public.

Pursuant to article 12 of Law 19/2014, of 29 December, on transparency, access to public information and good governance, and in accordance with the Strategy for combating corruption and strengthening the integrity of the Administration of the Government of Catalonia and its public sector entities, Ivàlua continuously publishes the evaluations carried out on public policies and programmes.
It also has a Repository of evaluations of public policies and the social third sector carried out within the territory of Catalonia, designed and updated in collaboration with Pompeu Fabra University. The Repository is free of charge and open to anyone wishing to access rigorous, high-quality public policy evaluations.
To fulfil its mission, Ivàlua follows the strategic lines below, for which it develops a specific set of actions:

- Providing advisory services to public administrations and non-profit organisations interested in evaluating or improving the evaluability of their programmes and policies.
- Training and development of training resources
- Conducting in-house training activities on evaluation and evaluability of public policies.

Degree of compliance with stability and financial sustainability objectives.
With regard to budgetary stability, in accordance with article 3.3 of Organic Law 2/2012, of 27 April, on budgetary stability and financial sustainability (LOEPSF), budgetary stability is understood as the position of financial equilibrium. This entity has no debt.
Article 4.2 of the LOEPSF provides that financial sustainability is understood as the capacity to finance present and future expenditure commitments within the limits of deficit, public debt and commercial debt delinquency. The implementation of this principle affects the Central Government, the Autonomous Communities and local entities, but not directly the Consortium.
